Submit a Complaint

The Utah Division of Real Estate has regulatory jurisdiction over:

  • Appraisers
  • Appraisal management companies
  • Residential mortgage lenders and brokers
  • Real estate brokers and agents
  • Salespeople for subdivisions, timeshares, and camp resorts.

The Division’s jurisdiction over mortgage lenders is limited to the origination of residential, retail, first mortgages. Banks, credit unions, loan-servicing, and second mortgages are regulated by the Department of Financial Institutions .

The Division does not have jurisdiction over homeowner associations, providers of nightly lodging, landlord/tenant disputes, contract disputes, or monetary damages. The Division does not mediate or resolve professional or personal disputes. If you believe you have a legal claim for monetary damages, you should consult an attorney about pursuing a civil lawsuit.

The Division of Real Estate collects complaints about alleged unlawful conduct under the laws we enforce or administer. Your complaints help us detect patterns of wrongdoing, and may lead to investigations and enforcement action.

How much personal information you provide is up to you. Please note that we’ll share your complaint with the subject of the complaint, so they can review and respond to the issues you’ve described. We may also share such information with others, including other law enforcement authorities or organizations, or in connection with court or administrative proceedings, in response to other legal process or requirements, or for other authorized routine uses. The Division may not be able to act on complaints submitted anonymously.

Please note that complaints are subject to the Government Records Access and Management Act (GRAMA), Utah Code § 63G-2-101 et seq.
